    Hmmm. A mini IMF inside the European Union. I suppose when you have third world economies inside the Euro area/currency, you need to create mechanisms that allows you to deal with the said third world economies. And you just got to wonder what the Chinese, Arab States and Russians think. They are sitting on 1/3 + of their reserves in the Euros.
