  • Markets still need to be convinced about the ability of govts to deliver fiscal cuts
  • No question that national growth is best served by bringing public finances into line
  • A tax on bank transactions would not generate as much revenue as supposed
  • A tax on bank transcations would not curb financial excess
  • Taxes aimed at bank’s excessive reliance on short-term borrowing would be better
