The US will exempt Japan and 10 other EU nations that have significantly reduced Iranian oil imports, according to a Reuters source.
A story in the Japanese press yesterday talked about how Japanese insurers were caught in the middle of the dispute. They were insuring tankers traveling from Iran to China (who continues to trade with Iran) but the sanctions prevented financial transactions. I suspect the US is allowing a loophole for that type of transaction.
