- Heilongjiang province in north China has unveiled 65 projects
- Planned investment of more than CNY300 billion in 2014-15
- Focus is on infrastructure, including railways, roads, airports, irrigation facilities and power generation, as well as public housing, environment protection and projects to promote agricultural production
- Government to offer tax rebates and interest subsidies to manufacturing enterprises (conditions apply) and increase the quota of government purchases for products made by small businesses
- Requested local banks to expand lending to agriculture and small businesses
- Encouraged cooperation with Russia in resource development and to increase exports to the country
