Of all the heinous bombings of civilians and military crimes in the last decade you think tying this one to Putin is possible? The commander of the Ukraine rebels? Sure.
Ignoring the impossibility of arresting Putin, you would have to literally try a thousand of other politicians who can be loosely connected killing civilians in conflicts if you held him to that standard.
Meanwhile, Russia is just as bad with the UK ambassador on Reuters saying there is no evidence Russia is supplying weapons to separatists in Eastern Ukraine.
A separate official says the latest US sanctions are in violation of WTO rules and may force Russia to launch a trade dispute. He warns it could lead to a chain of events that eventually breaks down the WTO system.
