Canada wants to be ready with an immediate response

- Given Trump's comments on a trade war, Canada not taking anything for granted in terms of an exemption
- Looking at what sanctions it could retaliate with, including those that could apply immediately
- Ottawa doesn't want to commit to sanctions until it has "absolute clarity" on US moves
- Will be making "many calls" to US in next few days
You would think they would have made a plan earlier.
