This is more related to the anti-dumping duty investigations from last year, in which the US Department of Commerce issued a new statement overnight on that affirming those findings here.
But adds to that recent trade rhetoric and tariffs spat that is going on between the two countries. Yesterday, Chinese premier Li Keqiang also made similar comments here.
