Japan's finance minister Taro Aso will be holding a press conference at 1040 GMT
No details is given by the Ministry of Finance on what the speech will be about. The announcement of the announcement was just only made, so yeah.
Update: Japanese media are reporting that Aso is to brief on the tax agency chief's resignation. If so, it shouldn't be monetary policy related. Earlier in the day, the head of Japan's National Tax Agency, Nobuhisa Sagawa, decided to step down from his post. More on that here.
