With the Republican's holding a 52-48 majority, a couple nay votes tips the scales the other way. In reality, there would need to be 3 "nays" as VP Pence breaks any ties and would of course side with the Republicans (and had had to do so multiple times in the administrations 1st year).
In 2018, the advantage for the GOP is reduced to 51-49 as a result of the Alabama special election this week that went to the Democrat candidate, Doug Jones over Roy Moore. Moore had a number of women claim he molested them as teenagers 30-40 years ago.
The dollar seems to have been influenced to the downside on the back of the potential no votes.
