White House set to transform infrastructure

Later today the White House will reveal a program that will spend $200 billion over 10 years to improve the nation's infrastructure.

Instead of direct spending, the costs will mostly be in the form of grants designed to encourage states and cities to raise their own money. If the money is spent as public-private partnerships, the White House expects it to result in $1.5 trillion in investment.

The infrastructure plan is part of Trump's 2019 budget plan, which will be released today and includes more spending on the border, military and veterans.

The big question is where the White House will find an extra $200 billion. The budget deal last week boosted military spending and the budget is already $300 billion above what was expected.
