Ramsden, along with Jon Cunliffe were the two MPC members who voted to hold rates unchanged earlier this month.

It's highly likely Ramsden will be dovish again today, he's probably the most-dovish MPC member. He has said he still sees slack in the economy and no evidence of second-round effects on inflation. In addition, he's warned that Brexit has created uncertainty and may hurt the economy for a longer period than the BOE believes.
Here's a comment from a parliamentary hearing in Oct:
"Measures of domestically generated inflation are consistent with there still being some slack in the economy: they generally remain a little below levels consistent with the 2% target. Despite continued robust growth in employment there is no sign of second round effects onto wages from higher recent inflation."
