8 banks voted to hike at the previous meeting
If the Fed wanted to send a strong hawkish signal, it may hike the discount rate today.
The Sept minutes showed Federal Reserve Banks of Cleveland, Richmond, Atlanta, Kansas City, Dallas, Philly St Louis and San Francisco voting for a hike but the request was denied by the Fed board.
Boston, New York and Chicago voted for no changed and Minnesota voted for a cut.
