WTI crude oil is flat today after gaining as much as 92-cents. The reversal came after the US unveiled sanctions that were less than feared. If the US were to seriously cramp Russian oil supply, prices would surge.

At the lows today, crude was at the lowest since April 7. Technically, the double top along with the break of the March trendline and the 200-day moving average point to a flame out in prices.
