The official also says that several regions have reported private consumption to be fluctuating due to the October sales tax hike. That isn't really the most surprising thing but at least so far, the general impact of that has been rather minimal.
The downgrades for the three regions (including downgrades in the views on output for six of the nine regions) continue to highlight sluggishness in the Japanese economy.
