They grade countries on 11 different factors, all equally weighted:

  5. corruption,
  6. personal freedom,
  7. trade freedom,
  8. monetary freedom,
  9. red tape,
  10. investor protection.
  11. and stock market performance.

The data they used is from published reports from the following organizations: Freedom House, Heritage Foundation, Property Rights Alliance, Transparency International, World Bank and World Economic Forum.
