FT reports on the matter
The report says that European Commission negotiators have told member states that the Brexit agreement is stuck on several parts of the text, notably a so-called "total blockage" on the Gibraltar issue. Negotiators are saying that they're not sure whether Gibraltar should be covered by the declaration, which will serve to infuriate Spain ahead of this Sunday's summit.
Apart from that, Germany and France are said to oppose any language in the Brexit declaration that will raise false hopes of negotiating a free movement area for goods. Meanwhile, Merkel is also cited to say that they consider it "important that the UK cannot unilaterally decide when it ends the customs union".
