According to the UK government spokesperson, the documents are a series of confidential technical non-papers which reflect the ideas the UK has on the Brexit agreement and the backstop. Adding that the UK will only then table formal written solutions when ready.

And that such formal written solutions will only be tabled when the EU is clear to engage constructively on the ideas for a backstop replacement.

Ugh, that hardly is convincing of anything groundbreaking if you ask me. In short, the UK has sent a bunch of ideas - no clue as to if any of it is new - on the backstop and will only get serious about discussing them if the EU sees any of it being viable.
