I think the comment here is mainly just a mild push back in the trade rhetoric, like "look, you know we can do so and so if they didn't impose tariffs but they did".
In practical terms, it's hard to imagine China diversifying their oil imports away from Russia and Saudi Arabia. There are also geographical considerations at play here to be fair.
