The 'state planner' is, of course, the National Development and Reform Commission of the People's Republic of China (NDRC).

Trade war weighing on China's economy. Authorities in China will boost stimulus to counter this, but recent data has not been great, showing its not going to be an easy road. 

Trump and Xi will meet in June at the G20. Hopes are up for some sort of agreement. We'll see.
