This is no surprise.
It does signal a different phase of negotiations. This was inevitable and widely expected after Manchin drew a line at $1.5 trillion.
The horse-trading phase is beginning now and we'll see where it ends up. I don't think it's that big of a deal for markets but I could be wrong about that.
