The European counselors taken a dinner break from the relief fund and budget talks.
European Commission President Ursula von der Leyen and French President Emmanuel Macron expressed optimism on the matter. Not so confident were Germany, the Netherlands, and Austria who said they did not expect a deal soon.
The talks will conclude on Saturday.
