Congressional rules provoke rush to finish agreement

Iran's deputy foreign minister said a deal is 96% complete.
On the flipside, a Western official was quoted by Iran's Press TV saying the deadline could be extended until July 13. That was denied by a separate official.
One of the final sticking points is traditional arms. Iran is under a weapons embargo but wants to import missiles from Russia. The US is resisting it.
US Congress has a 30 day review period on any deal but if talks extend through Friday, that timeline extends to 60 days.
Oil prices are up $1.65 to $53.28 today and would further climb if a deal collapsed but the more realistic possibilities at the moment are a deal or delay.
