There was never any doubt that the Lower House of the Japanese Parliament was going to approve Abe’s boost to the FY 2012 supplementary budget, his numbers on the floor are overwhelming.The Upper House is expected to vote against it (Abe doesn’t have a majority there, he is aiming to achieve this at the Upper House elections in July). The supplementary budget will pass, though, as Lower House decisions take precedence under the Japanese Constitution.
