According to Japan's economy minister Motegi
He commented earlier this morning saying that bilateral talks on trade under a new framework won't begin until mid-June earliest.

It puts Japan in kind of an awkward spot as they are adamant they won't sign any bilateral agreement with the US with their priority being the TPP - and trying to convince the US to rejoin it.
