This is a more polite way of saying that they're unhappy with the approach the US is taking in trade talks. With Trump now starting to move from a trade war to a currency war, there's no doubt that Japanese officials will be wary of an exchange rate pact being put on the table as well. And that's definitely a red line that they can't afford to cross.
