Sam Patten, an associate of Paul Manafort, was changed by the US attorney in Washington for failing to register as a foreign agent.
His firm advised 'prominent Ukraine oligarchs' the US said.
Charges delivered like this often precede pleas.

Reports say he has agreed to cooperate with prosecutors. Manafort's charges for his work in Ukraine are set to be tried in September.
