Summit on Monday can only make decisions if there is a foundation for a deal, Merkel says
Maybe I'm a hopeless optimistic, but to me this says that she expects there to be some kind of foundation for a deal in place. The Troika quickly rejected yesterday's Greek proposal but they're working on another one for today or tomorrow and she must think there will be something there.
