It sounds like the Chapter 19 dispute resolution mechanism is a red line for Canada and Mexico. Trump wants disputes decided in US courts, which other NAFTA members sees as an easily corruptible process.
Earlier this week, Guajardo said the risk Trump abandons NAFTA is high.
