Comments from David Miles of the Bank of England are here, from earlier: BoE's Miles: Turning point on rates is coming pretty soon

Asked in a BBC television interview when the turning point for interest rates would be, Miles said: "I think it's pretty soon, and I don't think it's anything to worry about -- it's a sign the economy is returning to a more normal position."

"It's taken a long time to get there, and we're not fully there yet."

Note that Miles is a member of the BOE's Monetary Policy Committee (since May of 2009) but his term expires on August 31 this year. There are no MPC meetings scheduled between now and August 31.
