Time runs out on rule changes that would have given #NeverTrump supporters a chance

The best chance the Never Trump faction had was to gather the 28 votes in the Rules Committee that would be necessary to force a full convention vote on something like Delegates Unbound. In theory, they could have changed any rule they liked so long as the majority of delegates supported it.

However, only about a dozen Rules Committee members were dissenting in the final committee votes and no minority report motions were brought about.

A final, hail mary attempt could come on the floor

Kris Hammond, a Republican delegate reports that delegates from: IA, VA, CO, UT, DC, MN, WA, WY and ME are leading a revolt that would use tactics to force a roll call. That's more of a delaying tactic but it could throw a wrench into today's proceedings.
