the plan requires states a specific carbon emission reduction standards based on their energy consumption. The plan also includes an "incentive program for states to get a head start on meeting standards"
Critics say the plan will lead to increased electricity prices.
Needless to say, Democrats applaud the plan as needed to stop harmful carbon pollution, while Republicans are lining up against it citing the impact on prices.
