Oil doesn't like it
WTI is down about $1 from the highs. Oil bulls are hoping for something above 1mbpd.
This could be an effort to lower expectations ahead of the announcement but usually OPEC doesn't play games like that and it's tough to keep secrets.
Separately, an Russian delegate said talks were constructive and decisions will be made tomorrow.
