OPEC leaders have begun meeting in Algiers
It would be one heck of a bait-and-switch if they came out and announced a deal.
However, the could do something like announcing that they're very confident of making a deal in November, which may also be bullish for crude.
Oil ticked about 10-cents lower on the comment from Algeria's oil minister Boutarfa. Other comments from him:
