As mentioned earlier, if OPEC wants Russia to commit to deeper cuts, Russia will want the same pledge from OPEC members as well. And it's likely that OPEC will want Iran to conform to that rather than be exempt as the pinch felt by other members will be rather painful.
However, not too sure how well this will go down with Iran though as they remain adamant that they should be exempt of any production cuts - symbolic or not - because of US sanctions.
