"There will probably have to be a crisis in November," one senior British official told the FT regarding haggling over May's €20 billion Brexit offer.
Brussels has floated €60 billion.
The first three orders of business on Brexit, according to the report, are Northern Ireland, citizen rights and a financial settlement. EU officials don't want to move forward on anything until that's settled.
