NY Times reports.

The NY Times is reporting that Trump administration has told Congressional leaders that there has been a deal to revive ZTE.

The deal could allow trade negotiations to move forward with China.

The deal would:

  • include a substantial fine
  • have a provision to hire an American compliance officer
  • Require making changes to current management teams

The US would lift the "denial order" that prevents the company from buying American products. Qualcomm is a supplier of parts to the company.

Taking the restrictions off have been criticized on Capital Hill for the risks to national security from both sides of the aisle.
