President was angered by China talk

China doesn't want to change domestic law to get a trade deal with the US and that stance set of a series of events that led to Trump's weekend tweet.

In talks last week in Beijing, Chinese officials told their U.S. counterparts they would not agree to a trade deal that required changes to Chinese law, the people said. China had previously agreed to change its laws in the text of the deal, they said.

The changes related to technology transfers and angered Lighthizer and Trump, who thought it was renegotiating something that was already agreed.
