Party discipline has broken down. The backbone of that is that cabinet must vote with the government and that didn't happen here. In any case, there will be no repercussions, evidently.
The EU is now out (rightly) with a statement saying it's not enough to vote against a no-deal, you have to agree to a deal.
After all the dust has settled, it's clear that this is only going to be an opinion, not binding. It all looks messy for the government though because parliament has been clear.
