Prorogation is "discontinuing Parliament without dissolving it"

WIth the announcement earlier today that the Speaker of the House Berkows will prevent a third meaningful vote unless there are changes, opens up a reason that the EU might be able to use to extend Article 50 (according to the UK solicitor general.

The UK solicitor general is saying that "prorogation" is that option.

Apparently, prorogation is the discontinuing of Parliament without dissolving it. I guess that means, Parliament is in a state of stalement. As a result more time is needed to break the stalement.

I could be off base on that interpretation, but the point is with the vote to extend Article 50, the government must still come up with a reason to extend and get the EU 27 to grant that extension. Then, they need to come up with a plan (old or new) that the EU would agree to for Brexit.
