The Journal citing "according to individuals familiar with the administration's thinking"

US trade representative's office is putting together a fresh trade complaint

  • probably under Section 301 of the Trade Act of 1974
  • arguing that the Beijing unfairly restricts U.S. trade in these high-tech services
  • The trade representative has yet to decide whether to go ahead with the complaint

These are new measures being considered, would be in addition to the imposition of tariffs on a total of $150 billion in Chinese imports
