Trump will deliver national address Tuesday at 9 pm ET

Trump announced he will deliver a national address on Tuesday as the government shutdown continues.

The speculation is growing that he will declare a national emergency in order to direct Department of National Defense funding towards building a border wall without Congressional approval. In a hint, Trump called the topic of the address a 'national security crisis'. Mike Pence is also on the wires saying the White House is looking at the legality but that Trump hasn't yet made a decision.

Such a move is probably legal but it might not be and it certainly would face lengthy legal challenges.

On net, however, it would be good for markets if it was coupled with an announcement of a government re-opening. Pence said Trump has invited Democrats to return to the White House to respond to Trump's latest proposal.
