Biden's speech was supposed to begin 40 minutes ago but the latest update from the press corps is that they've been told to stand by and wait for an update. So it doesn't sound like the speech is about to start any time soon.
Initially the speech was set for 2 pm ET, then moved up to 1 pm ET. Now we don't know. It's currently 1:40 pm in Washington.
