The rise in Industrial Production was the first in 4 months, but the WSJ notes much of the rise was concentrated in the electronics sector – and thats its not a broad-based recovery.

The electronics sector recorded a 14.7% increase in output on month, the biggest since the ministry began collecting such data in January 1998.

Year-on-year, output was down 4.3%, the fifth straight decline.
