Johnson held out for awhile but ultimately came through.
The vote was 50-50 and that meant Mike Pence had to cast the deciding vote.
Murkowski and Collins were the Republican votes against the bill.
A series of amendments will now be introduced and we will find out if they can reach a compromise. Given the ultra-thin margin of error, the odds are against them but expect a few twists and turns.
Mitch McConnell said he hopes to finish the debate by the end of the week, but that's a longshot.
