An FBI disciplinary report found he wasn't forthcoming about his decision in 2016 to allow FBI officials to speak with reporters about an investigation into the Clinton Foundation and recommended he be terminated.
That report was delivered to Jeff Sessions and he has to decide whether to fire him or wait until his scheduled retirement on Sunday.
