You don't try to find a jury unless you think you need one

The WSJ reports that special council Robert Mueller is putting together a grand jury.

Special Counsel Robert Mueller has impaneled a grand jury in Washington to investigate Russia's interference in the 2016 elections, a sign that his inquiry is growing in intensity and entering a new phase, according to two people familiar with the matter.

Everyone is furiously looking up what the word impanel means. It's: "The act of the clerk of the court in making up a list of the jurors who have been selected for the trial of a particular cause. All the steps of ascertaining who shall be the proper jurors to sit in the trial of a particular case up to the final formation."

It's not a sign that charges are imminent, or even close, but it means he's digging.

"Legal experts said that the decision by Mr. Mueller to impanel a grand jury suggests he believes he will need to subpoena records and take testimony from witnesses," the WSJ reports.

It's a quiet time of day and a quiet time of year so the market has been slow to pick this up, but the dollar is beginning to slide.

The WSJ also reported that Greg Andres, a top partner at New York law firm, Davis Polk & Wardwell LLP, has joined Mueller's team

"People like Greg Andres don't leave private practice willy-nilly," a WSJ source said. "The fact he is being added after couple of months shows how serious this is and that it could last a long time."

Finally, Senators are introducing bills to restrict the ability of the White House to fire Mueller and that's the kind of thing that could make the President panicky. This thing might come to a head sooner rather than later.

There market is going to have periodic worries until there is a conclusion but my guess is that Manafort and/or Flynn are the fall guys.
