If there is no progress in Cairo talks, we will move to second phase of Rafah operation

Al Arabiay is reporting that:

• if there is no progress in Cairo talks, we will move to second phase of Rafah operation.

It seems that Hama and Palestinians cannot reach requirements of an agreement with Isreal. Isreal wants Hamas eliminated. I may be misguided but hopes for peace seems elusive.
