Huawei is in talks to raise USD 2bn in loans/bond sales outside China

Part of the motivation appears to be as a snub to the US, showing the firm can raise funds despite US sanctions against it.

It has been, and still is, difficult to disentangle the US moves on Huawei from broader US-China tensions. The use of Huawei tech in sensitive systems was first raised with the US, apparently, by Australia :
