While Kuroda and co. are they doing what they can to with regards to monetary policy, they also need support from the government to make sure the fiscal side of things aren't going to burden the economy further.

But it's not like they can do much anyway, when there doesn't seem to be much improvement in the inflation outlook since what feels like almost forever now.
