Sen. Mitt Romney has already said he would not vote for Shelton

According to the Wall Street Journal, Sen. Susan Collins will not vote for the nomination of economists Judy Shelton to the FOMC board of governors. She joins Mitt Romney. The current makeup of the Senate - who decides the Fed nominees - is 53-47.

Collins said:

"In her past statements, Ms. Shelton has openly called for the Federal Reserve to be less independent of the political branches, and has even questioned the need for a central bank. This is not the right signal to send, particularly in the midst of the pandemic, and for that reason, I intend to vote against her nomination if it reaches the floor."

Assuming all the Dems vote against Shelton (she is criticized as being a Trump puppet), that would bring the vote to 51-49. That is still good enough but only by the slimmest of margins.
